There are various Options for PV panel siting; rooftop, solar farm, also Water/reservoirs, rivers, canals, ponds etc Floating PV is popular in Asia; lack of free land. In Australia & Victoria there are already some floating PV operations, some near Melbourne. Sea deployment happens too, near Singapore & China, near the coast, smaller waves. In future floating PV will be developed for ocean use, development underway now. Huge potential. Floating PV will complement & expand the solar PV Juggernaut
